If a random number generator produced 1,000,000 numbers would there be an equal number or 1's, 2's, 3's etc..
I know if you role a dice enough times you get an equal amount of each number so I wondered if the same was true in the above example. If it is, then the numbers are not random, right?

The answer to your question is another question. How do you define randomness?
Let me explain. Everything is very much random as long as you do not give an constraint. Let's see from your example. If you give a constraint to generate a random number of 1 to your random number generator, there will be exactly 1,000,000 1s in your resulting set. On the other hand, if you did not define any constraints (the whole number line) the chances are that you will not have any repeating numbers in your resulting set at all.
There are a lot of ways of constraining the sample set. Say you are shooting darts to a dartboard. One way of shooting is to shooting without aiming for the center. Very likely (if you are a lousy shooter) you will have a pretty good chance of hitting anywhere in the dartboard. Of course we can discards any shots that hits beyond the border of the board as outliers. After 1,000,000 times you will have a pretty good looking dartboard with an even distribution of holes everywhere.
Say you are a pretty good shot and you are aiming for the center. You will have a good concentration of holes on or around the center and some outside. If you plot the number of holes from left side of the board to the right side of the board, you will end up with a pretty bell shape curve. That is a curve with a big hump in the center where most dart holes are.
Randomness is what you define and how you define it.
